How close to the edge of the sleepers should i cut the cork underlay on an n gauge track?

Please excuse my ignorance, but where are the pictures

I thought I could do with reading some books on model railways so I joined my local library and found they have an on line catalogue, so i look through the list and pick some books. I was quite surprised to find they have very up to date books. And the good thing is its free.

Now i know what to put as part of the trackside sceanery.

I understand it to be about 12mm, a peco SL36 6 foot way gauge also is a platform hieght gauge.
