Possibly, he hadn't got round to buying any signals but maybe he was intending to.

Can't think of any other use. Layout does have a lever frame for most of the points already in use. He did have another 10 assorted spare points which I presume he was going to use for sidings etc. Perhaps the pictured item was intended for those.
