eBay should get you the best price but you have to do a bit of work taking photos etc, local model shops may be interested but will usually pay a fairly low price (they have to make a profit). Auctioneers may achieve somewhere between the 2 or you could get an excellent or a poor price and they will...

All it means is that the motor's electrical connections must be isolated so that there can be no contact with the chassis (if it's live) or the connections to the pickups or rails. It may not help but take the back off and make sure the big integrated circuit chip is fully home in the socket. It is not unknown for them to work their way loose.
