All it means is that the motor's electrical connections must be isolated so that there can be no contact with the chassis (if it's live) or the connections to the pickups or rails. I'd try spray adhesive. Spray carpet glue should be easily available

It may not help but take the back off and make sure the big integrated circuit chip is fully home in the socket. It is not unknown for them to work their way loose.

I got clobbered last year, same car, same insurer, suspected it might be due to being over 70 now.

In 00 scale you only need about 1amp (and usually less) per running loco so your power supply seems to be rather over specified.
