I model in "O" gauge ,( also suitable for OO N etc,) a really good road surface material (and inexpensive) is dry medical wipes which come in a pack of 200 for about £2-50 glue them to the roadway with diluted pva ( 50/50)and when dry, trim to pavement or kerb edge with a sharp blade. The ...
