Yes, subs are always boats. I always took it in the Navy that a boat is a vessel that could be carried on a ship. However, these days some ships are so large that other ships could easily be carried on them.
One definition I found states that: "A boat is a small to mid-sized vessel, which has much lesser cargo carrying capability as compared to a ship. Ships are specifically made to carry cargo or passengers or boats."

Tug boat, ferry boat, banana boat, rowing boat, ...
... a vessel then is generic for anything that floats.
I like the definition ‘...a boat can go on a ship, but ...’
