Hornby speed controller R912

I have inherited a Hornby analogue controller, probably from the 90s - which drives a locomotive, but only just, and it seems quite low powered. Can anyone suggest why this might be? Would this have been the norm at the time? Can anything be done to service it?

They are not very good.

Check with a meter if you can. The output should be around 12v-13v when turned to the max.

Servicing, as it is electronics, will be limited. You say it drives the locos slowly. They may need servicing and the wheels cleaning as well as the track you're using to test it with.

But seriously, these sell for about £2.50 on eBay. So you really cannot expect too much from them.
