I designed my own DCC encoder controller.
It controls loco's 1-9999.
You can change CV's and functions.
It controls accessories too.

Was it easy ? not at all. Had to dig up NMRA spec's and try to interpret them.
Some parts werent bad but others took a bit of figuring out.
I have coded for 40 years so that part wasnt too bad.
