Hi
As it only has three wires I suspect its a old Hornby Zero 1 or possibly an early Airfix MTC decoder.
Edit to add... .It could also be a continental DCC system from the 1970/80s possibly too?

Changing my mind now!!! I think the green PCB, as it has so many diodes on the circuit board, is to control the directional lighting? Can't really make out what the item to the right in the lower photos is? Is that a decoder? As it seems to have embedded components on its surface.

What is the loco and manufacturer?

I think it could possibly be a reverse module ?

May be a daft question... Why would you have a reverse module in a loco? What leads you to think this?

3 rail DC or 3 rail AC??
Obviously not a decoder on the right. Can you get a picture of the other side of this item?
