Looks fine to me. I read it some time ago, and have not taken much notice of it since - despite colour changes.

Terry, it’s the message banner that admin use to pass on general messages only seen when you go to Board Index. Currently it is Black with yellow writing with a message about registering on the forum. Earlier this week it was puke green with red writing.
