Seems as though there was an advert by British Transport Police in the 70’s and they painted a loco for that. Aimed at trespassers on the railway. The paint job was supposed to wash off. It didn’t. I, too, am a bit puzzled. I'd thought if it existed, it was as a prop for the ad. The internet results are a bit thin, but one or two articles cite it being used for rail security. Roger's explanation makes more sense to me. The ad, however, was simply comic genius.

The class 37 appeared in a British Rail advert in the 1980's as I remember it. It was seen pulling over a HST for speeding, so at least one class 37 was actually painted in this livery. It was said to have run in this livery on its ordinary daily revenue earning duties for a good while before it was eventually repainted back into a more conventional livery.
I have not seen a 47 painted in this livery though so I do not know anything about that loco.

I once saw it parked at the sidings by Didcot at station with a sizeable amount of wagons.
