I believe it is something to do with the lubrication system. Probably wrong.

I think it is a mechanical lubricator.

It is a form of Mechanical Lubricator I
think.So far as I'm aware not many locos had it.
I'm not a GW fan so I'm going no further down this road. The poster who said he didn't know of any locos except GW - get in touch, I'll start a nightclass for you. Wide subject - enormous fees!!!!

To my totally unbiased LNER eye
, it has too few wheels, the wrong shaped fire box and is painted the wrong shade of green.
However, the single chimney is least bad.

The GWR proved that it could make perfect locos with less wheels.
