Are you using DCC or DC? I am assuming you use DC but have briefly explained both. Also I am assuming you use the word loop meaning an oval of track so you have an outer and an inner oval of track linked by two points.
With DC each loop needs a seperate controller. (So for two loops you need two controllers). Ideally you also need a pair of isolating railjoiners inbetween the crossover points that link the two loops.
With DCC, one controller is used for the whole layout. Link wires are used to ensure power reaches all the track.

I hope this helps. :)

This video may assist if you're using DC:

which is OK for only one loco - with more you need two controllers.

Go on the Hornby forum General section and look at the sticky post Getting started with extension packs, which explains all about getting power across loop to loop, etc.
