Is 22 ga wire OK to use to wire the LEDs and toggle switches to the control board with the Peco Smart switch?

Absolutely fine.
LEDs are relatively low current devices and the wire suggested will be ideal (Do you mean 22AWG which is roughly equal to 7/0.2mm equipment wire).
The switches I doubt take the full Servo current, which is normally circuit board feed out to the servo. So again the wire should be OK so long as you're not running wires of excessive length (say over 5 Mtrs) if you are then consider increasing the wire for the switches to 16/0.2mm or 20AWG
