Heljan class 27

I have recently purchased the above second hand and fitted it with a basic hornby decoder.the running is proving very erratic,stopping and creeping at various areas on the layout.
When googling the problem,some are saying that basic decoders do not give enough startup power for the motor.
Has anyone on here had any problems,and would a more powerful decoder solve the problems.
Track and loco wheels have been cleaned

The Hornby basic decoder is by far the worst, i would try a better make first before going any further.

Heljan locos are renown for their higher running current.
I would replace the decoder with something like a Lenz Silver or one from the ZImo range. :)
