You only use one side or row of three switch terminals. The switches you have are Double Pole Double Throw (DPDT) so one side of three in-line tabs are not used.
Wire the switches middle tab to T8
Wire the left (or top) switch tab to T7
Wire the right (or bottom) switch tab to T9
If motor/point operates opposite to switches position reverse wires on T7 and T9 (Do not remove wire on T8)

Ensure you return each switch to its middle Off position as soon as operation of motor begins.
Sprung to centre Off switches would be better to use. (On)-Off-(On) type

No. As I said just use one row of three terminals on the switch the other row of three are not needed or used. Wire to T7, T8 and T9.
I've added a drawing to my earlier post to show the wiring.

I connected everything just as Brian instructed, but unfortunately it does not seem to work. When toggle switch clicked there is a whimper from the motor but no movement. On top of this thye LEDs dont light up. I checked all the connections.I dont know where I went wrong Any suggestions or I should find an another hobby!

Whimper from the motor??? Hold the switch in the On position for longer. What happens when the switch is held in the other On position? You MUST have the DCC power On and connected to Cobalt T1 and T2. Also I'm assuming they are Digital ip motors?

LEDs not lighting??? How exactly are they wired?
Could be they are wired the wrong way around? LEDs only illuminate one way around. Their longer lead is the Anode (positive). Always possible they are already blown due to incorrect wiring?

Model boating is a very pleasant pastime! :o :D

The manual shows push buttons or using non-locking toggles wired to the last 3 terminals on the Cobalt just as Brian indicated in his post.
