Reading CV values

If my Gaugemaster Prodigy fails to read a CV value on a decoder, is that the fault of Prodigy Advance or of the decoder?

Impossible to say for sure, but.... A) Is the decoder readable? B) Is the programming track rails spotlessly clean? C) Are the wheel treads of the loco spotlessly clean. D) Have you tried lightly pressing down on the loco during programming read. E) Can you read back other decoders?

Could it depend on the CV you are trying to read? If the decoder doesn't support that CV I assume it worn't show. Stand to be corrected there.
