I am after so advise please,
I have an old hornby steam locomotive and the metal tyre has separated
from the plastic wheel. What would people say is the best way and type of
glue to refix them.

A thin cyanoacrylate should do the trick.
I would make sure the mating surfaces are clean and grease free, then push the tyre back into position. You should then be able to apply a very small amount of glue with a cocktail stick or pin and allow capillary action to take it into the joint. Consider using an accelerator spray after putting the glue to make it set fast.
