That looks like the type of plug and wire colours for an RC servo motor. If so you can buy extension cables, see below. There is the Peco Stud Contact Strip SL-17 & SL-18, or the Individulay 'proper' 3rd rail components (IL-120 chairs and IL-1X rail) normally used for outside 3rd but can be fitted down the centre instead.
Not sure if the height of that would suit your skates though.

The function of the resistor is to limit the current without it LEDs can experience what's called thermal runaway which will limit their life even with the correct voltage applied. Given the extreme reliability of modern LEDs, properly treated, there is no real reason to expect a single LED to fail in a series connected set. If conditions do arise which cause one to fail, chances are that the others in the same chain would have suffered to some extent too, so would need attent...
